The Board of Education will provide a free and appropriate education  (FAPE) for all students with disabilities between the ages of 3 and 21who are legally enrolled in a Carroll County School.

Determinations concerning eligibility for special education programs and FAPE will be consistent with the requirements of the Individuals with Disabilities Act (IDEA) and Georgia Department of Education regulations.

Students with disabilities will be educated to the maximum extent appropriate within the regular education environment.

The school system will adhere to safeguards consistent with IDEA and state regulations when parents or guardians do not agree with the individualized education plan developed for their child.

The Board of Education will comply with all state and federal regulations and shall adopt a Comprehensive Plan for Special Education under provisions of the Individuals with Disabilities Education Act and the state preschool special education grant on an annual basis. 

The school system will have procedures for the identification and location of all students with disabilities residing in the school district who are in need of special education and related services.  A proportionate amount of IDEA and Preschool grant funds will be spent on providing special education and related services to private and home school students with disabilities unilaterally enrolled by their parents.
