Effingham County Schools Policy
Policy JBCCA: Student Assignment to Schools

The Effingham County Board of Education allows full-time employees to enroll their children in certain Effingham County Schools outside of the normal school attendance area under certain provisions.




A.  FULL-TIME EMPLOYEE - an employee who is employed by the Effingham County Board of Education for more than half-time.

B.  RESIDENT EMPLOYEE - an employee of the Effingham County Board of Education who resides within the geographical and political boundaries of Effingham County.

C.  NONRESIDENT EMPLOYEE - an employee of the Effingham County Board of Education who resides outside of the geographical and political boundaries of Effingham County.






  1. An employee who wishes to enroll his/her child in a school outside the school attendance area in which he/she resides must complete an "Employee's Student" form.  This must be done at the end of each school year.  New employees may complete the form upon board approval of employment.  These forms are available from the school secretary. The form must be completed and submitted to the office of the Assistant Superintendent for Administrative Services by the designated deadline.  Available space, appropriate grade level, reason for request, and other pertinent factors shall be considered prior to a school being assigned. The board office will notify employees of approval or denial of their requests.

  2. School principals shall maintain a list of all employee's children who are enrolled in their school and who do not reside in that school's normal attendance area.

  3. The Effingham County Board of Education shall be under no obligation to provide transportation for such children who are attending a school which is outside of the school attendance area in which the child resides.

  4. Employees who exercise their option to move children, grades nine through twelve, outside their residency's geographic school attendance district shall willingly forfeit their child's eligibility to participate in activities governed by the Georgia High School Association for a period of one year, unless one of the following situations exist:
  1. the family's residency changes to comply with the student's school attendance choice

  2. the employee is reassigned and moves a child's enrollment in conjunction with the employment transfer

  3. the student attended the feeder middle school in that high school's district and customarily proceeds with classmates from middle to high school;

  4. bona fide hardship cases, approved in advance through the GHSA and the Board of Education's standing Hardship Committee


  1. A non-resident employee shall not be required to pay out-of-county tuition and shall follow the same application procedure as resident employees.

  2. A non-resident employee's child must be enrolled in the school where the employee is assigned if the child's grade level is housed in that school.

  3. If the nonresident employee's child is not at the grade level housed in the school where said employee is assigned, then the child may be enrolled in another Effingham County school which houses that child's grade level. 

  4. Nonresident employees who intend to enroll their child in an Effingham County School shall notify the school principal of such intentions.

  5. All school principals shall maintain a list of all nonresident employee's children who are enrolled in their respective schools.

  6. All non-resident employee's children, who are enrolled in the Effingham County School System shall be treated as a resident students except that the Effingham County Board of Education shall be under no obligation to provide transportation for said students.  All non-resident employee's children shall otherwise be subject to all laws, policies, rules, regulations, and procedures of the Effingham County Board of Education, the Georgia State Board of Education, and the State of Georgia.
