The Dougherty County School System does not discriminate against the handicapped and makes every effort to provide a quality educational program for all handicapped students. Through the Exceptional Students Program, every effort is made to locate every handicapped child who lives in the school district.
It is the philosophy of the Dougherty County School System to provide a program for each pupil to be given an opportunity to develop fully mental, social, moral, physical, cultural, and economic capacities and so that he/she may live a happy, useful life as a good citizen in the community.
The education of the handicapped is inherent in this philosophy.

Students entitled to services under the Individuals with Disabilities Act of 1990 (IDEA), Sec. 504 of The Rehabilitation Act of 1973 or The Americans With Disabilities act of 1990 shall be granted the procedural safeguards provided under IDEA.
